    Uttarakhand

    Uttarakhand is embracing digital transformation through a wide range of e-Governance initiatives developed and supported by NIC Uttarakhand. These projects aim to improve administrative efficiency, citizen services, transparency and governance.
    Uttarakhand’s Digital Initiatives Beyond State Boundaries

    • eCabinet: It digitizes Cabinet meetings through paperless workflows and secure remote access. Apart from Uttarakhand, it has been implemented in five other states: Maharashtra, Andhra Pradesh, Tripura, Uttar Pradesh, and Arunachal Pradesh.
    • VLTEAS: Enhances vehicle safety using GPS and emergency alert systems. Used in public transport, mining, and hazardous waste tracking. Implemented in Bihar, Goa, Chandigarh, Andaman & Nicobar, Rajasthan, Mizoram, Haryana, Uttar Pradesh and New Delhi.
    • StarBus: A comprehensive bus booking and management platform with real-time GPS, integrated with RedBus/MakeMyTrip. Apart from Uttarakhand implemented in 3 other states: Arunachal Pradesh, Manipur and Andaman & Nicobar.

    Implementation of Central Projects

    • eOffice: Deployed in secretariat, CM Office, police HQ, and all 13 districts of Uttarakhand.
    • eTransport: The eTransport Mission Mode Project (MMP), under MoRTH, has been successfully implemented in the Transport Department of Uttarakhand through applications like Vahan, Sarathi, eChallan, and iRAD.
    • NeVA: The National eVidhan Application (NeVA), a digital initiative for paperless legislatures, has been implemented in the Uttarakhand Vidhan Sabha.
    • S3WaaS: Uttarakhand has leveraged the S3waaS cloud framework to build 77 secure, scalable, and sugamya(accessible) government websites, ensuring a strong digital presence for departments.
    • NextGen eHospital: SaaS-based hospital management system implemented in public hospitals.

    Emerging Technology Digital Solutions

    • Raj Bhawan Automation: AI-based portal with face recognition, chatbot, WhatsApp alerts, and dashboard analytics for efficient operations of Raj Bhawan Secretariat.
    • State Tax Dashboard: GST analytics, AI fraud detection, and face-recognition gate passes.
    • School Education Portal: AI-enabled platform for student/teacher management, and transparent RTE seat allotments.
    • >Water & Sanitation Portals: SCADA and IoT-based real-time monitoring of water supply and infrastructure (Pey Jal Nigam MIS, Jal Sansthan billing).

    Governance & Monitoring Tools

    • CM Suite & DARPAN 2.0: Real-time dashboards for monitoring governance KPIs and inter-departmental projects.
    • CM Dashboard: Offers predictive analytics, early warning systems, and a public-facing dashboard for transparency.
    • Pragati Portal: Tracks project performance with alerts for delays for Survey of India.
    • UOAMS: Online audit system for government entities, PSUs, and panchayats.
    • Government Order MIS: Tracks 36,000+ GOs with over 6 lakh downloads.
    • GMVN HRPMS & IFMS: Automate payroll and financial systems at state institutions and universities.

    Public Services & Social Welfare

    • eSPAN: Manages pensions for 9.32 lakh beneficiaries with ₹1,468 crore disbursed.
    • Rojgar Prayag: A job portal/app connecting 53,000+ job seekers with employers.
    • Chardham Yatra Portals: Enable vehicle registration, online puja booking, helicopter/ropeway services.
    • GPF Online: Digitizes provident fund services for state employees.
    • IM-PDS: Modernizes ration card management and fair price shop automation.

    Judiciary & Law Enforcement

    • eCourts: Implements digital court services like eFiling, live streaming, and CIS integration in High Court & District Courts.
    • MHA Projects: Includes ICJS, IVFRT, e-Prisons, MedLEaPR, and digital evidence management.
    • RTI Portal: Enables online RTI filing and hybrid appeal hearings.

    Land, Revenue

    • Bhulekh, RCMS, SVAMITVA: Digitize land records, court cases, and village property ownership (3.85 lakh property cards issued).

    Contribution to Election Management

    • Election Polling & Counting Personnel Deployment System ensures randomized, unbiased deployment of polling staff. The Poll Day Monitoring System collects real-time polling data via SMS and mobile apps, enhancing transparency and election management.

    Digital Infrastructure

    • NKN: Connects 42 key institutions in the state with high-speed research and eGov networks.
    • Video Conferencing & Email Services: Support 26,000+ official users and all levels of government communication.
