WEB-HALRIS

Web-HALRIS is a Web-Enabled integrated solution for Deed Registration and land records management. Major modules included in WEB-HALRIS are Deed Registration, Jamabandi, Mutation, Khasra Gridawari and Reports etc.
WEB-HALRIS has been implemented at all the 143 Tehsils/Sub-Tehsils of Haryana since 2018.

• Patwari uses multiple ways of writing the shares of owners/cultivators in the same Jamabandi. Standard way of defining share devised so that Jamabandi can be generated by the software.
• Backlog mutations were entered and incorporated in the jamabandi and stopped the manual entry of mutations to keep the village jamabandi always up to date.
• Booking of appointment from Tehsil counter stopped, online mode is the only way to book the appointment for deed registration.
• Property tax data of all the urban local bodies across the State made online on centralized database.
• Mandatory online issuance of NOC for areas under section 7A declared by Town and Country planning department.
• Digitization of all the acquired lands and acquired lands under litigation.

• The system has improved the quality of service in Tehsils by reducing the total time taken for registration of deeds. More than 46 lakhs Deeds Registered till date.
• WEB-HALRIS improved the revenue collections by plugging the leakages resulting in stamp duty collection of 60000 crores.
• WEB-HALRIS automatically generates the new jamabandies, earlier it takes months to prepare and check new jamabandi now it is the matter of 10-15 days only. More than 9600+ New Jamabandies prepared using the WEB-HALRIS.
• With online mutation workflow WEB-HALRIS reduced the total time taken to sanction the mutation. More than 35 lakh mutations sanctioned using the system.
• On-line availability of Updated Nakal of ROR (Record of Right) to the public helps in reduction of litigations and frauds. More than 1.5 Cr copies ROR has been Issued over the counter.

• Property id of the urban local bodies will be seeded to the property databases of the other departments to make the property id of the ULB as the principal identifier of the property.
• Creation of geo-spatial layer using the GIS data of Haryana Large Scale Mapping project.
