MedLEaPR
Introduction
Medico-legal examination is a critical function of the Health Department involving cases of accident, assault, poisoning, and other incidents requiring legal scrutiny. Medico-Legal Reports (MLRs) are sent to Investigating Officers (IOs) for further inquiry and are crucial for various stakeholders, including legal authorities, insurance companies, and medical personnel. Traditionally, these reports have been handwritten, often resulting in illegible documentation that poses challenges in judicial proceedings.
Overview
Medico Legal Examination and Post Mortem Reporting System (MedLEaPR) is a centralized digital platform designed by NIC Haryana to modernize the medico-legal reporting process across Indian states. Developed in line with directives from the Ministry of Home Affairs and the Ministry of Health and Family Welfare, it standardizes and digitizes the creation and submission of reports such as Postmortem (PM), Injury, Age, Sexual Assault, and Death Summary reports.

Objective
To establish a uniform, secure, and accountable framework for medical professionals and law enforcement agencies to manage and track medico-legal cases efficiently, in line with provisions under New Criminal Laws (THE BHARATIYA NYAYA SANHITA, 2023, THE BHARATIYA SAKSHYA ADHINIYAM, 2023, THE BHARATIYA NAGARIK SURAKSHA SANHITA, 2023)

Impacts

- Medico-Legal experts have been trained on MedLEaPR and are now independently operating the platform.
