National Informatics Centre (NIC), under the Ministry of Electronics & Information Technology (MeitY), has been the trusted technology partner of the Government of India for decades. In Uttar Pradesh, NIC has been instrumental in reshaping governance through innovative ICT interventions since 1988. From enabling digital reforms in administration to supporting mission-mode projects, NIC UP has consistently translated traditional service delivery models into modern, online, citizen-centric systems, providing robust ICT infrastructure, secure platforms, and technology-driven solutions that empower governments at the Centre, States, and Districts to deliver efficient and transparent services.
NIC UP at a Glance
The NIC State Centre at Yojna Bhawan, Lucknow, led by the State Informatics Officer with a team of 70 ICT experts, anchors the state’s digital backbone. Supporting this network are 75 district centres with 91 professionals providing ICT services to local administrations. In addition, site offices extend IT support to key institutions such as the Hon’ble CM Office, High Court (Allahabad & Lucknow), Secretariat, Board of Revenue, and Stamps & Registration. Strengthening security, the Regional Application Security and Audit Division in Lucknow ensures a robust and secure application ecosystem not only across the state but also in additional seven States/Union Territories.
Robust Connectivity
NIC UP ensures seamless connectivity through 34/100 Mbps/1 Gbps leased circuits across the state, linking all 75 districts to the state capital. Major offices including the Vidhan Sabha, Vidhan Parishad, Hon’ble CM Office & Residence, and Raj Bhawan are integrated into the high-speed NICNET and National Knowledge Network (NKN).
Key Contributions
NIC UP has been at the forefront of digital governance by partnering with the government to design and run major IT systems, while also providing secure ICT infrastructure including cloud services, data centres, email, and messaging. The state leads the country in video conferencing, with over 110 NIC Studios and 2,281 sessions conducted in FY 2023-24, earning Uttar Pradesh the top spot nationwide. At the same time, NIC continues to guide departments in adopting emerging technologies such as artificial intelligence, cyber security, and cloud solutions, ensuring that governance in the state remains future-ready and citizen-centric.
NIC UP has been instrumental in rolling out a wide range of digital governance initiatives across departments. From strengthening network and VC connectivity and ensuring messaging and application security, to supporting flagship platforms like NeVA – National eVidhan Application and Nivesh Mitra – Single Window System, NIC has enabled smoother governance workflows. Citizen-centric services such as Integrated Social Pension Schemes, the Scholarship & Fee Reimbursement System, Digital Land records (Revenue Department), and the Food & Civil Supplies system have made access more transparent and efficient. In addition, NIC has powered automation for the Hon’ble Chief Minister’s Office, modernized processes in the Transport and Education sectors, and developed systems like Integrated Finance Management, eDistrict, eOffice, eHospital, e-Pariksha, and e-Counseling that touch millions of lives. Major governance touchpoints, including Manav Sampada (HRMS), eNagarSewa for urban development, Stamps & Registration, and Geology & Mining, have also been digitized under NIC’s guidance. Further, with platforms like e-Abhilekhagar, Homeguard, RTI Online & E-Madarsa portals, as well as innovative mobile applications, NIC continues to expand its digital footprint. These initiatives, combined with recognitions in the form of multiple awards, reflect NIC UP’s commitment to transforming governance into a smarter, citizen-first experience.
Digital Maha Kumbh 2025 – A Landmark in Smart Governance
From 13 January to 26 February 2025, the Maha Kumbh in Prayagraj marked a historic blend of spirituality and technology. With over 66 crore pilgrims gathering at the sacred confluence of the Ganga, Yamuna, and mythical Sarasvati, the event was declared India’s first “Digital Maha Kumbh.” NIC UP played a pivotal role in ensuring real-time ICT support, digital governance, and smart service delivery throughout the event. Leveraging its robust infrastructure, NIC facilitated seamless coordination, monitoring, and citizen services, making the mega event a symbol of Digital India in action. Maha Kumbh 2025 showcased how NIC’s smart governance initiatives can scale to the world’s largest human congregation.
